Ted Read: I looked up the definition of "civic center" and while this does technically fit this location I'm not really sure the architect envisioned a fountain filled with dirt and Home Depot-grade vegetation in their original design. In short it is far from a fitting memorial for our revered 35th president. It is yet another blight on the urban landscape of Lowell.
